September’s jobs creation comes up short with gain of just 194,000

The U.S. economy created jobs at a much slower-than-expected pace in September, a pessimistic sign about the state of the economy though the total was held back substantially by a sharp drop in government employment.

Nonfarm payrolls rose by just 194,000 in the month, compared with the Dow Jones estimate of 500,000, the Labor Department reported Friday. The unemployment rate fell to 4.8%, better than the expectation for 5.1% and the lowest since February 2020.

The headline number was hurt by a 123,000 decline in government payrolls, while private payrolls increased by 317,000.

The drop in the jobless rate came as the labor force participation rate edged lower, meaning more people who were sidelined during the coronavirus pandemic have returned to the workforce. A more encompassing number that also includes so-called discouraged workers and those holding part-time jobs for economic reasons declined to 8.5%, also a pandemic-era low.

“This is quite a deflating report,” said Nick Bunker, economic research director at job placement site Indeed. “This year has been one of false dawns for the labor market. Demand for workers is strong and millions of people want to return to work, but employment growth has yet to find its footing.”

Nevertheless, markets reacted little to the news, with Dow futures around flat for the morning and government bond yields mixed as investors digested what was a mixed bag of a report.

Despite the weak jobs total, wages increased sharply. The monthly gain of 0.6% pushed the year-over-year rise to 4.6% as companies use wage increases to combat the persistent labor shortage. The available workforce declined by 183,000 in September and is 3.1 million shy of where it was in February 2020, just before the pandemic was declared.

“Labor shortages are continuing to put severe upward pressure on wages … at a time when the return of low-wage leisure and hospitality workers should be depressing the average,” wrote Andrew Hunter, senior U.S. economist at Capital Economics.

Leisure and hospitality again led job creation, adding 74,000 positions, as the unemployment rate for the sector plunged to 7.7% from 9.1%. Professional and business services contributed 60,000 while retail increased by 56,000.

Job gains were spread across a variety of other sectors: Transportation and warehousing (47,000), information (32,000), social assistance (30,000), manufacturing (26,000), construction (22,000) and wholesale trade (17,000).

Local government education jobs fell by 144,000, which may have been due to seasonal adjustments in the numbers, according to Gus Faucher, chief economist at PNC.

The survey week of Sept. 12 came just as Covid cases were peaking in the U.S. The delta variant spread since has cooled, with cases most recently dropping below an average of 100,000 a day.

Unemployment for Blacks fell to 7.9% from 8.8%, due largely to a drop to 66% from 66.7% in the labor force participation rate for males.

There was some good news in Friday’s report from previous months.

July’s already-strong gains were revised higher by 38,000 to 1.0913 million, while August’s big letdown also was revised up, to 366,000 from the initially reported 235,000.

The employment-to-population level increased to 58.7%, its highest since March 2020.

The report comes at a critical time for the economy, with recent data showing solid consumer spending despite rising prices, growth in the manufacturing and services sector, and surging housing costs.

Federal Reserve officials are watching the jobs numbers closely. The central bank recently has indicated it’s ready to start pulling back on some of the extraordinary help it has provided during the pandemic crisis, primarily because inflation has met and exceeded the Fed’s 2% goal.

However, officials have said they see the jobs market still well short of full employment, a prerequisite for interest rate hikes. Market pricing currently indicates the first rate increase likely will come in November 2022.

“After looking like almost a done deal, today’s jobs number has thrown expectations for tapering into disarray. The Fed doesn’t seem to need much to convince it that tapering should begin imminently, but at just 194,000, jobs numbers are suggesting that the labor market is further from hitting the substantial progress goal than they expected,” said Seema Shah, chief strategist at Principal Global Investors.

Delta Air Lines CEO says 90% of employees are vaccinated against Covid without company mandate

Delta Air Lines said Wednesday 90% of its workforce of about 80,000 people have been vaccinated against Covid-19, weeks before the company imposes a $200 monthly insurance surcharge on staff who haven’t gotten shots.

The Atlanta-based airline’s CEO, Ed Bastian, earlier this month said about 85% of its staff was vaccinated.

On Wednesday, Bastian said he expected that rate to rise to about 95% by early November.

The latest tally, disclosed in its quarterly earnings release, comes as airlines are grappling with the Biden administration’s rules that federal contractors’ employees must be vaccinated against Covid, unless they can show a valid religious or medical reason to be exempt.

American AirlinesSouthwest AirlinesJetBlue Airways and Alaska Airlines, which like Delta are federal contractors because they fly government employees and provide other services, in recent weeks have told staff they will comply with the mandate and that employees need to be vaccinated to continue working there, unless they receive an exemption. That means staff needs to be fully vaccinated by Dec. 8.

Delta’s Bastian said its own plan is working.

“We haven’t done it with a mandate,” Bastian said in an interview Wednesday on CNBC’s “Squawk Box.” “We have done it working collaboratively with our people, trusting our people to make the right decisions for themselves, respecting their decisions, but at the same time avoiding the divisiveness of what the mandate is posing to society.

“I think the spirit of the [federal] mandate was to get people vaccinated. It wasn’t to try to force people with the threat of their jobs if companies are doing the right thing,” Bastian said.

Delta in August announced that it will raise health insurance premiums by $200 a month for staff that aren’t fully vaccinated by Nov. 1, citing rising health insurance costs. Bastian told employees at the time it costs the company, which self-insures its employees, an average of $50,000 every time an employee is hospitalized for Covid.

“All Delta employees who have been hospitalized with COVID were not fully vaccinated,” he said at the time.

Pilots unions at Southwest and American, which each say they are not anti-vaccine, have fought the mandate. The Allied Pilots Association, American’s pilots’ union, wrote to the White House and lawmakers last month asking for exemptions for pilots, while Southwest’s pilots’ union asked a court in Texas last week to block its implementation.

United Airlines issued its own company mandate in August, threatening to fire people who weren’t vaccinated by Sept. 27. More than 96% of its U.S. employees are now vaccinated, it said.

On Tuesday, Texas-based carriers American and Southwest said they expected the federal vaccine mandate to supersede an order by Texas Gov. Greg Abbott that bars businesses and others from mandating the vaccine for employees.

United Airlines plans new flights to Jordan and Europe in bet on revival of international travel

United Airlines plans to add 10 new trans-Atlantic flights in 2022, a bet that cooped up U.S. customers will race to get out of the country to visit Norwegian fjords, Jordan’s archeological sites or the Canary Islands after international travel was largely on pause since the Covid pandemic began.

The additions include five new destinations: three-times-a-week service to Amman, Jordan, from Washington, D.C. on May 5 with a Boeing 787-8 and from Newark Liberty International Airport in New Jersey to Bergen, Norway on May 5 with a Boeing 757-200, Palma de Mallorca in Spain on June 2 with a 767-300ER and Tenerife in Spain’s Canary Islands on June 9 on a 757-200. It’s also added daily flights to Ponta Delgada in Portugal’s Azores on May 13, using a Boeing 737 Max.

“We want to return to travel being fun,” Patrick Quayle, United’s senior vice president of international network and alliances, said on a call with reporters.

International travel, and trans-Atlantic in particular, has been a pillar of large U.S. carriers’ service but was derailed by the pandemic and accompanying travel restrictions, which are beginning to ease.

United’s trans-Atlantic service brought in just $585 million in the second quarter, about 10% of its revenue, down from nearly $2.1 billion compared with 2019, when it was 18% of its sales.

United and other carriers have focused on domestic travel, particularly for beach and other outdoor destinations, which was more resilient than international and surged after vaccines became widely available this spring and case counts dropped. Delta and American used some of their largest jetliners for domestic routes with international demand depressed.

Carriers have pounced on new destinations in Europe but executives don’t expect demand to return in full until the Biden administration lifts restrictions on visitors to the U.S. from Europe and elsewhere, which it says it will do in early November.

Delta Air Lines CEO Ed Bastian said Wednesday on a quarterly call that bookings surged sixfold after the Biden administration announced it would replace travel bans with vaccine requirements that would allow visitors from Europe into the U.S. again.

United is also adding other European routes including between Denver and Munich, Chicago and Milan, Washington D.C. and Berlin. Routes it had to put on hold during the pandemic will also launch, like San Francisco to Bangalore, India, on May 26 and Newark and Nice, France, on April 29.

United won’t fly previous routes from Newark to Manchester and Newark to Glasgow in the U.K. and San Francisco to Dublin, Quayle said.

China’s central bank says Evergrande is unique and most real estate developers are stable

BEIJING — The People’s Bank of China said Friday that indebted developer China Evergrande is its own case, and that most real estate businesses in the country are stable.

Property giant Evergrande has $300 billion in liabilities and missed yet another payment to investors in U.S. dollar-denominated debt on Oct. 11. The developer ranks second in China by sales, prompting some concerns of fallout similar to a “Lehman Moment.” Economists have noted that Evergrande’s large holdings of land and physical properties set it apart from the U.S. investment bank’s financial assets.

The risks posed by Evergrande are “controllable,” Zou Lan, director of the People’s Bank of China’s financial markets department, said in Mandarin at a press conference Friday, according to a CNBC translation.

“China Evergrande Group’s problems in the real estate industry are an individual phenomenon,” he said, noting that property prices have remained stable. “Most real estate businesses are operating stably and have good financial indicators, and the real estate industry overall is healthy.”

Real estate and related industries account for about a quarter of China’s GDP, according to Moody’s estimates. The central bank and other authorities held a rare meeting with Evergrande executives in late August and told the company to resolve its debt issues.

A few days later the developer warned investors of potential default. In the weeks since, there has been news of Evergrande selling parts of its business to raise cash.

Zou added Friday that authorities would protect individual consumers when it came to their house purchases, and provide financial support for the resumption of construction.
